Management and Program Analyst
This position is part of the Defense Human Resources Activity. The incumbent serves as the site coordinator and oversees the setup and sustainment of the Defense Travel System (DTS) at the Civilian Personnel Management Service. Implements and manages the day-to-day activities during system operation.
As a Management and Program Analyst at the GS-0343-12 some of your typical work assignments may include: Serves as the Program Administrator for the DTS Program. Must be able to manage all travel orders and settlements in DTS. Ensure DTS balances are accurate and sufficient for travelers when needed. Balances are validated against the DAI system. Serves as the primary responsible party for micro-purchases within DCPAS. The employee serves as the Acquisition Program manager for DCPAS. All purchases are procured by the employee. Must reconcile all requests and purchases with the monthly bank statement. Must work closely with the GPC billing official, ensuring all appropriate documentation is available for proper reconciliation monthly. Provide training to newly hired employees on DTS. Assist them in acquiring a defense travel card. Responsible for maintaining and managing the Fedex account. Prepare labels for shipping of goods and services to DCPAS employees.
Requirements
You may qualify at the GS-12, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service: Must be a subject matter expert in the management and operations of Defense Travel System DTS. Must have detailed knowledge of Travel Pay rules, policies, and procedures sufficient to effectively implement, maintain and oversee the Defense Travel System program. Must have extensive knowledge of the Joint Federal Travel Regulation (JFTR) and the Joint Travel Regulation (JTR). Must have extensive knowledge of the laws, policies, and regulations pertaining to the implementation and management of the GPC. Must have extensive knowledge of the regulations and guidelines associated with this program. Must have the ability to communicate effectively orally and in writing to resolve difficult issues and/or problems, conduct training and briefings, as well as to exercise tact and diplomacy in all contacts Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
